Lieutenant Joseph Wingard is currently assigned the duties of Deputy Commander for Commercial Operations and
Fleet Operations for the Southern Command.
Lieutenant Wingard began his career with the Highway Patrol in August of 1990, when he was stationed in Las Vegas and assigned to
traffic operations. During his tenure with the Division, he has been assigned to traffic operations, the crash investigation
detail (CID), and has functioned as a field training officer and field training coordinator. He was promoted to the rank of
Sergeant in 2000 where he was assigned to urban operations in Las Vegas, then later assumed command of the crash investigation
detail (CID). He later returned to urban operations in Las Vegas as a Sergeant.
In September of 2004, Lieutenant Wingard was promoted to the rank of Lieutenant, and assigned as the rural operations deputy
commander. In December of 2005, he was assigned the job of executive officer, and placed in charge of personnel and risk
management for the Southern Command. In March of 2007, Lieutenant Wingard was placed in charge of Commercial Operations
and Fleet Operations for the Southern Command.
Lieutenant Wingard is a graduate of the University of Nevada / Las Vegas from which he holds a Bachelor of Arts degree in
Criminal Justice. He also graduated from the Northwestern University School of Police Staff and Command. He has received
specialized training in traffic accident reconstruction from Northwestern University and Texas A&M University, as well as
training in Critical Incident Management (NIMS / ICS) and Weapons of Mass Destruction.
